The BJP said that the amended law called religion divisive and discriminatory by the opposition to make it the basis of citizenship. Minorities from three neighboring countries arrived in India before December 2014 due to religious persecution and tried to grant them citizenship.

The ongoing protests have led many to claim that the law, along with the NRC, would discriminate against Muslim citizens, a charge dismissed by the government.
